A retailer told me the price of a single stick Sublmine should be
about $45...if it is less ($27), then it may still be authentic, but not the
best, ie for the "top tier" (his term) world market.

Now, I know the argument of cigars made for the English Market
and all that, but this retailer told me the best ISOM's are
going to Lebanon now.

I'm a bit confused here:
If the rollers are rolling the same blend for all
markets (my assumption) then what does it mean
to have "top tier" cigars
going to Lebanon or Spain
or wherever they go.

I read that the best isoms are going to the middle east but I dont know if its fact of fiction
 
As far as EL's go, I would worry less about the country of distribution and more about obtaining box codes from the initial release or roughly the first few months of issue. Whether it's fact or fiction, the sense is that OR cigars are superior to issues with codes 6 months+ after initial release.
