Should a Cohiba Behike look like this?

Hi. First off, that's a great micro shot. If your cell phone took it, that is impressive. 
 
As for the mold, assuming it is that, just gently wipe it down with a cloth. Usually mold growing on the foot of the cigar is the least pervasive variant. 
 
With regards to Cuban Cohibas, however, your first concern should be there authenticity. Trust me, even people who have been in the game for a while, get duped. Get familiar with the tell tale signs.
 
I was doing some research on mold vs plume online and found something interesting.  The picture from the OP was the same exact picture used in a thread on cigar.com about this topic last year.  Sounds like someone wasn't being straight with us.

Freaking Amazing! I don't think I'll ever understand the mind that does crap like this. What purpose did it serve?

Where did you get your info from?  It is pretty widely agreed around here that mold on the foot is the worst because it could be just the tip of the iceberg on a more invasive problem.
