The actual price you'll pay will of course vary with state tobacco taxes, state sales taxes, and "premium fees" that your vendor tacks on.
 
In DC - I pay the MSRP price pretty much exactly - with the only additional cost is DC's retail sales tax (6% I believe). Diplomatico maduro singles are $12.50, etc.

Oddly enough, I don't even know what the tobacco tax is in DC (or how it works) - so I don't know if we just have a low one - or if the vendor absorbs it.

DC the last time I looked did not have a tobacco tax.

Most tobacco taxes are added to the cost of the tobacco products(cigars, pipe tobacco, chew, etc.) by the vendor when they receive it. Then they send a check to the state each month.
