How many cigars? I re-labeled about 30 cigars with a home made band myself. I used MS paint, and scissors. If you're talking about more then that, it could be a pain. I would provide the cigars if I were you, you don't want to have to smoke a machine made cigar.

There are these sheets of spikes you can buy that they sell for buildings and skyscrapers. They have little wire spikes that prevent them from landing. They are only expensive if there is a large area, but they do work. Google bird spikes and you'll see it.

Is the lighter flame adjustable? BTW I use matches. Although sometimes I'm lazy and use a lighter to light the match.

I should re-phrase that to emphasize that I believe Raul is scapegoating the US, but we could almost benefit by responding. If we could find a way to broadcast internet over there, we could prevent them from restricting it. Kind of like the US radio stations that broadcast there.
