I've had it happen to me in the past, and when I asked about it the vendor said it was for quality control. They open the box and inspect to make sure there are no damaged sticks in the box. If there are any damaged ones, they would replace them with good ones from another box before shipping...

Fixing or replacing wasn't my call. It's a company car, and the owner wanted to fix instead of replace. Personally I would have replaced the car.
