You are correct, it is not a good idea to even plant tobacco too close to tomatoes since they are in the same family and will "cross-breed". Even hear of tomacco?
There are a couple of methods of preparation and usage of nicotine as a pesticide, however, one must remember that nicotine is a poison and can be fatal to humans and pets, in very small quantities, and take the necessary precautions.

These little bastards can decimate a tobacco crop too. I'll be seeing them soon I'm sure. Got sumptin' for 'em this year though. :D
