I've got 65% beads. The top of the vino is 64, bottom is 66-67. All lanceros go up top, along with whatever singles I think are overfilled (or chance of being plugged). Generally try to keep larger RG, Fuentes, and Illusione at the bottom.

Generally, this is just hard to do... A smaller ring gauge makes it easier, as does a torp or perfecto. Ashton half coronas are just about perfect.

That's how I was picturing it. And my advice still stands...small bags of beads dispersed throughout each drawer. Humidity falls; it's much easier to humidify from the top than to force humidity up.
If you're still looking at going with an active humidifier, I think BBS has it pegged...active...
Is the top section all drawers? If so, I imagine airflow might be an issue. I think you're right in adding fans behind them.
But, each of those drawers is trying to act like a mini-humi (it's own environment). Instead of trying to control one large cabinet, think of it like several smaller...
I used rope caulk...the green box weatherstripping stuff. Dental wax (unscented) will work, too. Silicone scares me...way too unforgiving to apply.
Give it a day to sit open and out-gas. While I had the humi empty I gave the sides a light sanding; not necessary but in my mind it seemed...
