I definitely don"t think it's condensation, as the pipe will stay completely dry with no drips running down it until I test out the flush on the toilet. The shut off valve definitely looks old and if it still fills the toilet when turned off (at a very slow pace) that may be part of the problem...

Sounds like you have done everything you can. I have had plenty of Anejos that have had spots of mold of them but after a wipe and quarantine luckily the mold never returned. If the foot of the cigar is infected I would be reluctant to keep them or smoke them. Best of luck!
Bingo. The entire purpose of the cap is to keep the cigar from unraveling. Cut just at or above the "shoulder" and you should be in great shape. A sharp cutter and other tips already mentioned help also.
