Depends what they are. If they were really good (and I mean really good) sticks when they were bought, it might make sense to try but if they started out as a yard-gar, there is really no point. You will kill your palate.

Padron didn't spend the amount of money in advertisements that the Cuban government spent on sending the CA boys to Cuba.

I have never been able to figure out the perfect time. I have had horrible Johnnys and awesome Johnnys. I would just recommend sitting on thing in an open area for 1+ years. They need to breathe!
