The Heartfelt Beads will be able to maintain the cigars in good condition. Just remember to re-hydrate the beads when they are mostly white or you see a little drop in rh.
What is the generall rh in the room where the humidor is? If it is below 65% then leave most of the moisture in the beads, they will have to keep the rh in humidor up. If the rh is above 65% then you may need to dry the beads out to let them continue drawing moisture out of the humidor.

The choice of 60, 65 or 70% Rh is pretty much personal preference when it comes to the cigars you will smoke in the near future. I prefer 70% if I am not going to smoke the cigars within the next year, I think long term storage is better at 70%.

It really sounds like the cooler does not have a great seal and the moisture that is in the basement is getting into the cooler. Try adding a little weather stip to the lid of the cooler and see if this improves the seal.
You are correct, there is no such thing as too many beads. The additional beads will not effect the rh level that is maintianed in the humidor. The extra beads will give you more moisture storage for longer period of time between hydrations and it helps the humidor recover quicker after the lid...
You can pour distilled water on the beads very slowly. There is a possibility that some of the beads will crack this way but cracking does not affect the way the beads work.
Re-hydrate the beads to about 80% of them clear and put them back in the humidor. This humidor must be very dry or the seal on the lid is not good. Either way you need to add moisture to the beads. Place the bowl of water back in as well for a few days and see if the rh starts to climb.

How long did you leave the hygrometer in the Boveda Calibration pack? It should be in there for at least 24-36 hours or up to 48 if you can be patient.
