I've only ever had one each of the old machine-made and new hand-made Culebras. Very nice smoke, burns and draws fantastic (especially considering the abuse it takes in getting wetted and braided together).

You should give a little more detail, but what you're describing sounds like just a confiscation letter. That does still happen, but rarely does anything come of, except a nasty little letter and having your cigars confiscated.
