This would happen to me on occasion with Fallout 3. Save often is the only advice i can offer. If you are talking about some other problem exclusive to New Vegas, then I got nothing.

I've had a handful or so of the fumas. They were too tight when I got them. After many months they are smokable, but not by my tastes. I've got a bunch more that just take up space. Not a fan at all.
Mine have always seemed to rather be around 70%. I have to dry them out every couple of months in order to keep them closer to 65%. They've yellowed some from using the oven method. I just attributed the increase to the new cigars I was putting in being in the 69%-70% range.
