It was sent from Linux (Gnome) so I can not open it to "Save-as" it needed to be saved as an Excel doc before it was sent.
I was able to get it saved last night, took some time but I got a hold of the sender.

So you got the issue resolved?
If so, for future reference you can download Gnumeric and run it on Windows: http://projects.gnome.org/gnumeric/downloads.shtml
Also, did a bit of research on the file format and it appears to just be XML data of sorts. Which you could use Internet Explorer or Notepad++ possibly to view it, but not positive.
