I have some questions on the way Municipalities make their budgets.

Background:

City of 200,000 people, city work force of 2,500 or so, talking about lay-offs and buyouts, to "right-size"

I have been getting conflicting and vague responses from those "in the know" locally and would like some insight from someone who has had a hand in such matters.
