Never been there but Cigar King is in Scottsdale and has a lounge.
 
If you are going to Chase Field there is a shop called Churchill's less than a mile away. Nice selection and smoking room in the back.
You can also smoke cigars on the patio of the lounge at the nearby Hyatt Regency. Networks is the name of the lounge.
Bring your own there or pay 5X MSRP.
