Kinda hard to tell the model, but it looks like a slick C-130 Hercules.

MMM is correct that flares are utilized as a counter tactic against an IR threat to the aircraft, but in this instance the aircraft is performing Flare Jettison, which is when the ECM systems are set to dump all remaining flares on the aircraft for any of a number of reasons ranging from expired ordinance to in flight emergencies requiring the flares be expended prior to an emergency landing.
