When passing ISOM's (thanks for the definition horse) are the bands removed...and if they are....how do you guy's track what c-gar is what?

Now I am about to explain passing contiband with a guy named TaxMan. Argh..
No I have not seen anyone remove the bands on purpose but if they did, it's rather simple to identify a cigar. We write a tag that either is taped to or is inserted into the plastic bag / wrapper of the cigar. It's a rule that no unwrapped smokes get sent.
