It's just the local shops in Havana. Speculation is they are trying to create more revenue from tourists.

this is the case as of may24...was in contact with a friend in habana today and he confirmed this.it was explained that they were bringing the price closer to that charged in the rest of the world and (supposedly)wont be passed on beyond cuba.it was emphasized(to me)that cuba will still have the lowest prices for habanos in the world.we shall see.

not just local shops in habana but all of cuba.
