It seems like this would be a freedom of speech issue.
I think lawyers will have a field day with this one.

Excellent point. If you want to reduce the rowdiness, fine the bar owners for overserving their patronage. Otherwise, throw the ruckus-makers in the drunk tank under existing laws that already make it illegal to be that rowdy.
 
I can see it now, we'll all be vegetarians and drinking bottled water. Talk nicely to everyone you see. :angry:
 
Public profanity has been outlawed by town and city ordinances since the beginning of time. Check your local ordinances, and google Lenny Bruce.

This is like my University. They are forbidding all tobacco products on campus.
