As of October 17, 2016 U.S. travelers will now be allowed to return to the U.S. with as many cigars and bottles of rum as they like for personal use.

The limit was $400 with a $100 limit on alcohol. I thought only the alcohol limit was changed but it is lifted entirely.

Came back in the country the day it took effect with a several bottles. Customs didn't say a word.
