I look for normalization early in Obama's second term if he wins in '12, and lots of similar "baby steps" between then and now. Of course, if he decides he can write off Florida, or the anti-Castro ex-pat community there loses a bit more sway, it could certainly happen earlier. He's given every indication he thinks it's outdated.
