There aren't any lounges in Tahoe that aren't in a casino, at least I couldn't find any. Even the people that worked at the hotel I was staying at said that the only lounges were in the casinos. I spent a couple evenings at Tahoe Cigar Company in Mont Bleu casino. It's located at the back of the casino by the night club. No matter where you go, be prepared to pay a premium for the sticks (more than you would in the Bay Area).
I would suggest however, that you just bring some of your stash and smoke them outside. I found that evenings sitting in the sand watching the waves come up to the shore is a great way to enjoy a stick in Tahoe.
