That Caganchos place is actually not that far from me...just two short stops down the Blue Line (I live in Logan Square in the north of Chicago) then about a half mile walk from the station. I might check it out this weekend.
Another one they mentioned in that article is Marshall McGearty. It's actually right there by the same train stop. It's owned by RJ Reynold's and sells a line of luxury cigarettes there, currently serves some food and alcohol, but will only be able to serve non-alcoholic drinks and no food after the new year. They currently don't allow cigars there, but I hope they serious reconsider that, and the guy who owns the smoke shop the next street over (La Casa del Tobacco) has even told them so. It's a really nice place, has really good coffee and tea, and would be great to have a cigar there.
La Casa del Tobacco has a small smoking lounge...but I always feel guilty if I go to a tobacconist's shop to smoke and don't buy anything.
