I got this from the Local Laws and Regulations for San Franscisco:
San Francisco restricts smoking in most enclosed public spaces, such as offices, restaurants and shops. Please inquire or take note of posted signs. Under California law, smoking is not permitted in bars.
I stayed at the Fairmount and they had a place that sells cigars and a small smoking room. They also had an open courtyard that you could smoke. Didn't go to Burlingame, but I'm sure there are places to smoke.
If you like Cuban food, there is a great place in Palo Alto, about 20 minutes down the 101 from Burlingame called La Bodeguita del Medio. The food is excellent, and there is a humidor, nice seating, and four-finger ashtrays on the back patio. Make reservations for dinner, as they are frequently booked.
Unfortunately, all of my favorite B&M's are in the South Bay, so you'd have a bit of a drive to come to an unfamiliar B&M.
