CODE: ELSU TTH 03

I can't figure out this code using MATTR's chart. The vendor is reputable, I just want to know what reccomending to my out of country friends. Matt also has a note about that factory that doesn't make any sense to me.

Should be 1998 Holguin region factory #3. Not sure on the month....You sure it is not an O instead of the E?

I believe it to be NISU TTH 03.

Which is 12/98 (per the listing on the page). The pictures I received from them also seems that would be the case, albeit a bit smudged.
