Random web searching found this of a perique ( Lousiana grown tobacco)

Looked around their us importer doesn't seem to have it listed.

Has anyone seen it around, either in a duty free or in a shop?

Ummmm . . . isn't distilled tobacco generally used as an organic pesticide? ???

Indeed nicotine is poisonous. A cigaratte generally contains about 1 mg of nicotine. A lethal dose is around 40-60 mg in humans. One would assume that the majority of the nicotine would be removed before it would be fit for human consumption.
