I don't know about the technical aspects, but it went from being simplistic and efficient to gaudy and a pain in the ass.

If you haven't been on Live in a while, you'll be pleased to see that the Guide button is a disaster. This NewXboxExperience has screwed up live. I think they've finally got COD:WAW (yeahthatsme ;) ) to where you can take a party into the game inside an hour, but it still takes a dang eternity...

I've had a couple Tats like that . . . one being a J21 last week. I was pretty disappointed, as it was my first and I have heard great things. Regardless, being flat is something I wouldn't attribute to a Tat. As has been mentioned, try a Noella or one of the new Reservas.
