"Wrapper" is the outer leaf on the cigar. The plastic-like packaging is cellophane. Just FYI, as the way I read your answer, it sounded as if you may have confused the two. Enjoy the smoke!

FDA angle sounds like a scapegoat. I wouldn't smoke anything in a shop I didn't buy there. Well, I have once or twice. Asking on your way in is certainly courteous enough.
