Personal preference. You'll find some cigars smoke better at different humidities. I find some are best at about 62% but other I prefer a bit higher. I find 65% is a good all around humidity to keep them for smoking.

MadMonk brings up a good point. I've read somewhere that getting any of the salt/water combo on the sensors of the hygro. will ruin it. I personally use the boveda packs, I just like not worrying about having to find a perfectly level surface that won't be disturbed for awhile.

You do need to calibrate the hygrometers. Do a search for salt test.
It sounds like they are too humid. Perhaps the bad water may also be affecting them. Change out the water and the foam and calibrate your hygrometers.
I'll sit this one out, but if your into knives get yourself a Case. Case makes some of the best pocket knives I've ever handled. They can be pricey but you can find a pretty good deal if you look around and if you treat it right it may very well outlast you.
