I would be suspicious of the hygrometer as well. If you have not calibrated it lately you might want to salt test it or use a Boveda Calibration Kit to check its accuracy.
As the guys above have stated this is by far the worst time of year for rh stability in any form. The winter months bring drier air in general and then we fire up whatever heating source we have in our home and this dries the air further.

You can 't beat the new adjustable hygrometers thatare available. USe the Boveda calibration kit and you will have a very accurate hygrometer. I have a round one and a rectangular one available, and they are on sale till the end of December.

You have to remember that except for us crazy cigar smokers most folks are happy with a rh reading within 5-10% on their patio. The adjustable units are great, test them for the inaccuracy, set them and they read accurately. Could not be easier.

I have gotten into the habit of changing the batteries in my hygrometers and re-calibrating when the time change takes place (Daylight savings and back). Also replace the batteries in the smoke detectors like a good boy.
Sorry but no. What you will get is the rh at 70% until those beads are empty of moisture then the rh will drop to 65% until those are empty of moisture.
The manufacturer states +-2%. My experience is the beads will hold within +-1% when there are no outside influences. What this means is in an airtight container with no other contents. I have used the beads to calibrate hygrometers and have had good results.
Mark mentioned one thing that is very important this time of year for all of us and maybe is your issue. Check to make sure that the heating source for the room the humidor is in is not effecting the humidor. Especially those homes with forced air heat, this can drive the rh down quickly.

If the beads are properly hydrated, 65-70% clear and the rest opaque or white, the beads will not give off liquid moisture just gas. The wrappers will not get wet from the beads then.

I would not suggest that you have the beads in direct contact with the cedar, the beads will absorb the oils in the cedar and become discolored. With prolonged direct contact their performance will start to degrade as well. If you can find a leftover dish that fits in the cedar tray as a liner...
