I'm running AutoCAD 2006 on this PC, and I have a quick question.

How come the zoom always seems to lock? As in, I cannot zoom out farther than a set amount (like, my drawing will fit in the screen perfectly, but I cannot zoom further out) by using the mouse wheel

If I zoom extent it'll center and fit the drawing, but I cannot go out more using the scroll wheel to zoom. If I zoom extent a few more times it seems to let go and then let me go out as far as I want, but never on the first attempt.

I think I explained this in a super confusing way...

zoom > scale > 0.00001
Then use zoom extents. After that you should be able to use the scroll wheel to zoom out further.
