I think he reads the sentance as an F. O. G. rather than a FOG (pronounced as a word). The a vs. an is based upon the pronunciation of the following letter rather than its true value as a consonant. I can find no hard rule (like English has many of those) that states whether an abbreviation is given a or an based on it's beginning letter or pronunciation as a word. Therefore either version is correct based on how the author reads the sentance.
