CP dog is ruining my sleep

This friggin dog is keeping my awake at night. It wont stfu and YAP YAP YAP. They have tied it to a shed with 10" of rope and the thing cant even lay down at night so it yaps for hours. I almost 83% sure CP was involved in this, specifically the moderation aspect. Coolecting stories will NOT be tolerated. Here is a picture of the dog in question:
