It's intended to make it easier for the import of pharmaceuticals. Alcohol and cigars are just an added bonus. You can now legally bring back as many cigars and bottles as you'd like as long as it's for personal use or gifts only. Anything over $800 is subject to a 4% duty. It is still not legal to import via mail order/online, or did retailers to import and resale at a B&M.

I believe there is a 100 cigar limit.
