My concern is that the temperature ranges (45-54 degrees F Upper Compartment, 52-64 degrees F Lower Compartment) seem pretty low for keeping cigars, particularly the upper compartment.

Place your fridge on a timer an no worries. I have mine at 64 degrees right now at 69% humidity. Just need some shelves and it will be good to go to stock up...Good deal!
