What state? A police friend is the best way to go. Other than that, I think you are outta luck

Some states have not locked up their DMV info so you may be able to just go and ask. In MD you used to be able to get name, address and phone number just by asking for it. It took a few stalker cases for them to change it. ???

Go to where you buy your tags and ask. In Tennessee, where I live, it's public information. I know several people who have got owner names this way.
