This. With the haste they exited the building it would seem they were not exactly sanctioned up there.

Though this one seemed to be a photo shoot of some sort, this sort of thing has its own subculture, almost. People do crazy stuff like this trying to outdo one another, and every so often you will read or hear about (if you pay attention to it) someone making a mistake and paying the price. It seems it is really big among certain groups in Russia and eastern Europe countries.
