Skinny Puppy. Ok. Never was a big fan of Cevin Key and gang myself. At least, anything past the "Testure" and "Cleanse, Fold and Manipulate" era.
Now, as far as true "industrial" goes. You can't beat Einsturzende Neubauten. Never have been able to. Have all manner of stuff from them, acquired from shows, fanclub, etc. Truly genius stuff.
Oh yeah, them and Coil. R.I.P. Jhonn Balance. Coil holds a greater place in my heart, but just different vein than EN.
