need comp help

how do you movethe bar that is usaually on bottom with time and start button, got moved to top by niece ,how do you make it go back to bottom, its happened before and i forgot how to fix it

click in the clock area hold left mouse button and drag it back to where you want it

all that happens is it turns into a block on right side

It's not necessary to go only in the clock area - you just want to make sure you're in an "empty" area. Also, if it doesn't move, RIGHT click in the bar and uncheck "Lock the taskbar" - you should be able to move it now.
You may have to move it to one side, then down - not just from top to bottom.
