I'm from north Louisiana; but I do make it down to NO a couple of times a year. My favorite is Arnauds
(http://www.cigarfriendly.com/establish_review.htm). It's on Bienville. There are others in NO, but I like the atmosphere and conversation at Arnauds. The food is good too. It's a few blocks from Tropical Isle Beach Club. Stop in and listen to Hambone if you have the time!

There are several cigar lounges in the French Quarter area that are tourist traps. I agree with Arnauds, it is a nice place.
I hung out at Don Leoncio on Canal for a bit while I was there. Bought one of his cigars and it was OK. There is the New Orleans Cigar Co. that rolls their own.

My suggestion is to bring your own and find a good place to enjoy them. One shop had your usual tourist prices on the "best" cigars. I remember clearly a $15 Short Story and $30-$40 Opus.
