The top shelf stays pretty steady at 70%, the bottom fluctuates between 58% and 62%. I have an (approximately) 400 cigar top access humidor. It has a lift out shelf on top where I keep loose sticks, I keep boxes of cigars in the bottom. I have a cigar oasis humidifier that is located on the top shelf and two other hygrometers. I have compared the hygrometers (Diamond Crown) and they agree within 1% when kept next to each other. I keep one hygrometer on the top shelf and one on the bottom. The humidor has glass on the top and front so I can check conditions without opening it up. (I save that for my desk humidor) Why can't I get the humidity to be the same on both shelves? Should I put a tray of 70% beads in the bottom?
 
While beads might moderate the level I'd try putting the oasis on the bottom first and see what that does for you.
