Its a joke based on another of the many extensive threads based on beads and humidity.  Search a bit and you can probably find it.  Its a good read.
 
Yes, any time beads come up, the comment gets thrown out there.  I'm just honestly surprised nobody got to it before I did.
 
While you are researching "bead licking", throw "Bill Clinton" into the search bar, and enjoy your afternoon...
 
See now, with some explanation I understand what that term means and see the humor in it.  Now let me start the bead licking Bill Clinton search to see what comes up.

Oh, IIRC, bead licking and Herr Clinton are unrelated -- not part of the same search.
