Hard to tell by the pic, but if you can see foam or sponge material behind the wheel's I would assume you could saturate with distilled water. If the area behind the wheels are empty get yourself some beads and use those instead.

Following my purchase of some starter cigars, I also bought one of these from the bay.
I want to know how to "use" it.
I can see the two metal disks rotate to open and close the small holes but how do I "wet" it, or what do I do with it?
What IS that thing?

I'd say just pour some distilled water on the opened disks.
There's probably a pador foam inside to retain the water.
Don't oversaturate to the point of it dripping when you turn it over. (otherwise the smokes will get soaked).

Before you put distilled water put in a bit of Propylene Glycol Solution to help regulate the evaporation rate and prevent mold/bacteria.
That is an old Hillsdale House Humidifier/Hygrometer combo unit. The foam may be shot. I.e., it will not take on any moisture. In that case, you'll have to try to replace the foam, or add RH beads to the chambers. Try to wet it with 50/50 solution, then let it rest face down on a few paper towels for 10 or 15 minutes. By "face" down I mean the side that you applied the wetting solution to.
My first ever humidor was/is a Hillsdale House.
Hillsdale House is a furniture manufacturer. They got out of the Humidor business. Their Humidors were very similar to todays Diamond Crown Humidors. They had a range of styles and quality. I have two. One Higher end unit with matching steel stand, and a less expensive unit. Both are box in box type.
