I think the tax specifically targeting cigars was a shot at Tancredo. I don't know - did they specifically mention dip, snuff, or pipe tobacco?

If I recall correctly yes, there will be an increase in all tobacco products, at various rates. I am trying to find my origianl link that had the break down of the tax.

EDIT: This link was in an earlier post with regards to SCHIP. Pages 3 and 4 describe the rate increases.
