False.

The strength I believe comes from the ligero tabacco inside the cigar. Wrappers produce flavor mostly, and the Maduro tends to add a more sweeter and mellow balance to certain cigars. While the naturals tend to add a little more pepper IMO.

Generally - Are the binder and fillers the same in Maduro's as in their Natural counterparts ? Does it vary by brand / manufacturer?

ie... is the wrapper the only difference?
