Unless I am mistaken these are specials offered up over on CF to fund a karate thingy at the Fuente's charity or school. There is no "place" to get them you just have to be hanging out on that site when the one person with access to these gives the minions a chance to make a donation to the charity. The cigars then come. At least that's how i think this works. I have no idea what the required donation is.
