Why so few Cuban madruos?

for one, there's really no need to make a cuban "maduro". most cuban cigars taste really good, especially the ones wrapped with lighter wrappers. and if you must have a dark wrapper on a cuban cigar then go buy some of the ELs.

This is basically it. But, the maduro wrapper has not really been very popular until recent history, so there wasn't really a need for it. When the maduro started to become more popular, it was not feasible for the Cubans to produce one. There was already a shortage of good wrapper leaf and the extra time it takes to make a true maduro wrapper, combined with a shortage, did not equal success.
