90-rated Comacho Connecticut. I was surprised to discover that these are typically $9+.
These are worthy sticks when you can get them for $3.

This is Padilla cava from cp. Can get these for around 2-2.5 on sales. First impressions. Does not smoke like a budget stick. Perfect draw perfect burn line and great Connecticut flavor.

La Finca - One of the best budget sticks.
"Handcrafted since 1972 in Estelí. Medium to full in body with a nutty, naturally sweet flavor. La Finca was also one of the least expensive cigars to receive excellent ratings in “Smoke” and “Cigar Aficionado.”

Where are you finding deals on these may I ask? Ive been looking around for a while and $4/stick + tax and shipping from JRs doesnt count as a cheapo smoke to me. It seems that not many sell them, at least in the ones Ive bookmarked.

Most of my cigars come from Cigar Page or Cigars International. They send me a TON of promotional emails but there's that occasional great deal.
