....mold.
I made a very recent purchase from a FL vendor that included some small cigars in tins, and they arrived very moldy. Not sure if it's something with tins, but there was no mistaking the stench of mold on all the cigars in those two tins. Some had the characteristic "blue hair" much like the photos you have here.
I've had two mold experiences this summer so far. Bad combination of moist cigars and hot conditions while in transit.....

...I’ve never seen bloom on the foot of a cigar.

I agree it's mold, but I have a question. I've read some on the topic and what I've read is that once a cigar sports mold on it, it's done and should be thrown away. My brother has a small humdidor and a couple of his cigars had some mold spots on them. I told him they were toast and should be removed from the humidor before the mold spreads to the other sticks.
Anyway, one of the cigars he tossed was a cuban that he had for quite a while. I was just wondering, did I give him good advice, or should he blame me for making him throw away a cuban cigar with some mold on it?
