Are you sure that your "Canadian" credit card is not actually on an American bank-like Citibank- or one of the many Mastercards (the majority) that are actually linked to a US clearing centre?
Many of us who visit regularly have few problems with credit cards drawn on Canadian...
My mistake.
I don't know the retailers mentioned and assumed incorrectly that they were offshore.
For personal reasons, I don't import from online vendors to avoid import duties and tax.

My first comment is that the linked piece is from a 1997 CBC bit. Things have changes quite a bit since 1997 and our BOTL outside of Canada should regard any price or retailer quotes in light of the 11 years of "progress" in the cigar industry.

I missed the start of this thread because I was IN SPAIN and not checking the boards. It seems to have degenerated into a rant about Habanos sources so I won't mention the new 2008 prices in Spain (up another 5% as of April) or the reduced prices on some brands and sizes (like Sancho Sancho)...

They pay in Cuban Convertible Pesos (CUC), the tourist currency rather in Cuban Pesos (CUP) AKA Moneda Nacional.
They get paid in CUP however so finding CUCs to pay for things like mobile phones is an ongoing struggle.
The last time I changed some CUC to CUP I got 24 CUP/CUC.
